The issue of the refugee card in Cameroon is subject to the production by the foreigner of the following documents;

  • The identification card issued by the United Nations High Commission for Refugees.
  • A refugee certificate is issued by the minister in charge of external relations.

The renewal of the refugee card is subject to the production by the foreigner of the following documents;

  • The old refugee certificate, at least one month before its validity expires.
  • The former refugee card, at least one month before the expiry of its validity.

The issuance and renewal of the refugee card are exempt from stamp duty.

The submission of a file for the first application or renewal of the refugee card gives rise to the issue of a receipt duly signed by the head of the immigration service, valid until the completion of the said file.

The measures of refoulement are taken at the entry of the national territory by the chief of post at the border or immigration.

The foreigner transported under the measures of refoulement is immediately handed over under escort to the aircraft or any other means of sea, inland waterway or land transport. This will be the responsibility of the transporter.

The measure of refoulement is recorded in writing in the handbook by the head of the border or immigration post and is the subject of a written report to the delegate general for national security.

Repatriation is guaranteed when applying for an entry visa as follows;

  • For a stay not exceeding three months and except in the case of a transit visa, by a non-transferable and non-negotiable round trip ticket in the name of the applicant, valid for at least the intended duration of the stay.
  • For a stay of more than three months, by a non-transferable and non-negotiable round-trip ticket in the name of the person concerned, valid for at least one year or by a document duly signed by the employer on behalf of the person concerned in the case of a foreigner in employment.

However, for a stay of more than three months, and if repatriation has not been guaranteed at the time of the visa application as provided for in paragraph 1 above, the foreigner concerned shall be required to regularize his situation within a maximum period of three months following his entry into Cameroon, by paying to the Cameroonian public treasury a deposit equivalent to at least the price of a tourist class air ticket from Yaoundé to the capital of the country of which he is a national.

The request for the release of the repatriation guarantee shall be sent to the paymaster general having received the payment together with the certificate of the services in charge of EMI immigration certifying that the foreigner is definitely leaving the national territory.

The amount of the repatriation guarantee, which has been paid to the public treasury, is fully returned to the foreigner following the release.

  • Private Visitors: These are foreigners who, having chosen to stay in Cameroon for their pleasure, are hosted either by a member of their family or by a family friend.
  • Tourists: These are persons either of foreign origin who undertake a leisure trip to Cameroon and stay individually or as part of an organized trip or package in an accommodation establishment.
  • Persons on a mission: These are foreigners who come to Cameroon in an official capacity, as part of their professional activities.
  • Business Men: These individuals carry out professional activities for profit on a personal basis.
  • Promoters: These are persons whose professional activity consists in providing services or capital for economic, scientific, cultural, artistic, social or other investments.
  • Invitees or Participants of a manifestation organized on the national territory: These are persons who come to Cameroon with an individual or collective invitation to take part, on a personal basis or as a delegation, in an event of an economic, scientific, technical, artistic, pastoral, cultural or sporting nature.
  • The Renters: These are people of foreign origin who own an annuity or real estate in Cameroon and come periodically to manage it.
  • Medical Evacuees: These are people of foreign origin, admitted for medical treatment in Cameroon.
  • Pensioners: These are foreigners who hold a pension from an official Cameroon organization.

  • A tax certificate or a receipt for the payment of the liberal tax or a certificate of residence.
  • Payment of the stamp duty as fixed by the finance law.
  • Proof of stay in accordance with article 31 of decree No. 2007/255/PM of 4 September 2007 fixing the modalities for the application of law No. 97/012 of 10 January 1997 relative to conditions of entry, stay and exit of foreigners.
  • The renewal of the residence/stay card is subject to the provision of the former residence/stay card at least one month before the expiration of validity and of all proof of stay documents.
  • The submission of an application to obtain or renew a residence permit gives rise to the issue of a receipt duly signed by the head of the department in charge of immigration, which is valid until the end of the application.

The measures of deportation are taken by the Order of the Prefect territorially competent on the report of the services in charge of emigration.

The notification of the measures for deportation has to be done not later than 48 hours after the signing of the prefectural order.

The measures of deportation are executed immediately by the services in charge of immigration in Cameroon.

EXPULSION

Expulsion is pronounced by an order of the Prime Minister, the head of government in Cameroon.

The expulsion order is enforceable ex officio at the discretion of the EMI immigration service in Cameroon.

The issue and renewal of the resident card in accordance with decree No. 2007/255/PM of 4 September 2007 fixing the modalities for the application of law No. 97/012 of 10 January 1997 relative to conditions of entry, stay and exit of foreigners is subject to the presentation of the following;

A.     FOR A FOREIGNER IN RESIDENCE OR ADMITTED AS RESIDENTS

  • A residence permit renewed for the third time or a resident permit at least one month before the expiry of its validity.
  • A certificate of domicile issued by the administrative authority or the territorially competent police commissioner with a prior and compulsory visa from the district or village chief.
  • An extract of their special criminal record.
  • Payment of the stamp duty fixed by the finance law.
  • Certified copy of a valid passport dated less than three months with a long-stay visa.
  • A tax certificate or a receipt for the payment of the liberal tax or a photocopy of the global tax valid for the current budgetary year.

B.     MEMBERS OF RELIGIOUS CONGREGATION

  • An act of recognition of the congregation.
  • An identification document attesting to membership duly signed by the head of the said congregation.
  • A certified photocopy of a valid passport not older than three months.
  • A certificate of residence issued by the administrative authority or the police commissioner territorially competent, with a prior and compulsory visa from the religious leader of the congregation.
  • A non-crime certificate.

C.     FOR THE SPOUSE OF A PERSON OF CAMEROONIAN NATIONALITY

  • Certified photocopy of the marriage certificate of not less than three months.
  • Certified photocopy of a valid passport not older than three months.
  • A certificate of residence issued by the administrative authority or the police commissioner territorially competent, with a prior and compulsory visa from the head of the district or village.
  • Special criminal record.
  • Payment of the stampy duty fixed by the finance law.
  • A tax certificate or a receipt for tax clearance or a true copy of the global tax (patente) valid for the current budgetary year.
  • The submission of a file for the first application or renewal of the resident card gives rise to the issue of a receipt duly signed by the head of the department in charge of EMI immigration, valid until the completion of the said file.

  • Independent Workers: They are persons exercising on an individual basis in Cameroon, a liberal, commercial, industrial, agricultural, pastoral, cultural or artisanal profession.
  • Long-term trainees: They are foreigners admitted to a training course in Cameroon for a period of more than three months.
  • Students: They are persons admitted to study in a university or professional institution in Cameroon.
  • Family members of foreigners staying in Cameroon: They consist of the spouse and legitimate minor children authorized to reside with the foreigner within the framework of either family accompaniment or family reunification.
  • Refugee: The term refugee has the same meaning as that used in the conventions to which Cameroon is a member and the laws in force.

Family Support/Accompaniment

Family support concerns foreigners who are members of a family wishing to accompany or meet in Cameroon for a period not exceeding three months, a relative admitted for a stay, or as a resident, who has a home and stable and sufficient resources in Cameroon.

The application for family support or accompaniment in Cameroon is submitted to the competent diplomatic mission or consular post by the foreigner who is to stay in Cameroon for a period not exceeding three months.

Family Reunification / Reunion

Family reunion concerns a foreigner, a member of a family, called upon to join a relative admitted to stay or trade in Cameroon, having on-the-spot housing, stable and sufficient resources.

The application for a family reunion is submitted to the EMI immigration services by the foreigner admitted for residence or as a resident in Cameroon.
