This type of expropriation is for a public purpose but carried out on behalf of the council’s public establishment, public service concessionaries, or semi-government corporations with a view to carrying out work in the general interest. These bodies must first negotiate with the owners concerned. The results of the said negotiations shall be communicated to the Minister in Charge of Lands who may attempt arbitration.
When arbitration is unsuccessful, the expropriation shall be carried out by the party benefiting there from under the conditions laid down in the 1974 Ordinance governing land tenure in Cameroon.
